Public Safety

LAW ENFORCEMENT CODE OF ETHICS

As a Law Enforcement Officer, my fundamental duty is to serve the community; to safeguard lives and property; to protect the innocent against deception, the weak against oppression or intimidation and the peaceful against violence or disorder; and to respect the Constitutional rights of all to liberty, equality and justice.

I will keep my private life unsullied as an example to all and will behave in a manner, which does not bring discredit to my agency or me. I will maintain courageous calm in the face of danger, scorn, or ridicule; develop self-restraint; and be constantly mindful of the welfare of others. Honest in thought and deed in both my personal and official life, I will be exemplary in obeying the law and the regulations of my department. Whatever I see or hear of a confidential nature or that is confided to me in my official capacity will be kept ever secret unless revelation is necessary in the performance of my duty.

I will never act officiously or permit personal feelings, prejudices, political beliefs, aspirations, animosities or friendships to influence my decisions. With no compromise for crime and with relentless prosecution of criminals, I will enforce the law courteously and appropriately without fear or favor, malice or ill will, never employing unnecessary force or violence and never accepting gratuities.

I recognize the badge of my office as a symbol of public faith, and I accept it as a public trust to be held so long as I am true to the ethics of the police service. I will never engage in acts of bribery nor will I condone such acts by other police officers. I will cooperate with all legally authorized agencies and their representatives in the pursuit of justice.

I Know that I alone am responsible for my own standard of professional performance and will take every opportunity to enhance and improve my level of knowledge and competence.

I will constantly strive to achieve these objectives and ideals, dedicating myself before GOD to my chosen profession........LAW ENFORCEMENT.

CAMPUS SAFETY & SECURITY

SECTION 1: College and University Security Information Act of 1989
1. The number of undergraduate and graduate students enrolled:

- There are 5346 students enrolled at AAMU (4,116 are enrolled as undergraduate students, 444 are enrolled as graduate students).

- There are 332 undergraduate part-time students and 454 part-time graduate students.

2. The number of undergraduate and graduate students living in student housing and apartment:

- There are an estimated 2,500 students living in the residence halls and apartments.

3. The administrative office responsible for security on the campus:

The Alabama A&M Police Department is responsible for campus security. The A&M Police Department is located at the top of Morrison Circle East on Buchanan Way.

4. A description of the type and number of security personnel utilized by the Institution, including a description of their training:

There are 20 commissioned police officers employed by the Alabama A&M Police Department. Their training (Alabama Peace Officers Standards and Training) meets the requirements of the State of Alabama requirements. It is mandated by A.P.O.S.T.C. that the basic requirements of 280 hours as well as at least 12-hours annual in-service training in areas such as firearms, legal issues, and tactical skills as well as communication skills.

In-service training is carried out by the Huntsville Police Academy as well as in other location in the state and outside the state of Alabama Officers receive certifications in First Aid and CPR from the American Heart Association. Alabama A&M University Police Department received 20-30 hours of in-service training.

Alabama A&M officers enforce federal, state, and local statues as well as A&M regulations. Officers protect the campus area by motor vehicle and foot patrol. These officers have broad law enforcement powers including the authority to make arrest.

The department employs three full-time dispatchers and one floating dispatcher. All dispatchers receive on the job training. One secretarial position and 2 student workers provide support for the department.

In conjunction with the patrol division which has three shifts covering 24 hours (6:00a.m. - 2:00p.m. --2:00p.m. -10:00p.m. and 10:00p.m. -6:00a.m.) there is also an investigator who works 2:00p.m. -10:00p.m. Monday thru Friday. There are four security officers whom are assigned to parking and building security.

5. Policy on reporting criminal incidents to state and local enforcement agencies:

When criminal incidents occur that require multi-jurisdictional investigation, all applicable agencies are notified. The Federal Bureau of Investigation and the Alabama Bureau of Investigation will be notified as needed.

6. Policy regarding access to institutional facilities and programs by students, employees, guests and other individuals:

The campus and facilities of Alabama A&M University are governed by the Board of Trustees and are restricted to students, faculty, staff, guests and invitees of the university, except when part or all of the campus, its buildings or facilities, are open to the general public for a designated time and purpose.

All persons on campus including faculty, staff, guests and invitees, shall be subject to all rules and regulations of the university and the State of Alabama which is applicable to the conduct of students on campus, and to all applicable federal and state laws and regulations in addition, all persons who operate motor vehicles on campus agree by such operation to be subject to Alabama A&M University and the State of Alabama's rules, regulations, policies and procedures on traffic and parking.

All persons on campus shall provide adequate identification upon request to appropriate officials and security personnel of the university. Personnel and students of the university who refuse to provide such identification may be subject to disciplinary action, and other persons who refuse to provide such identification shall re requested to leave the campus, and if they refuse, may be subject to lawful removal and prosecution.

7. Procedures and facilities for students and others to report criminal actions or other emergencies occurring on campus and policies concerning the institutions response to such reports:

The A&M Police Department is open 365 days per year and utilizes the Police Officers to Patrol the campus by automobile and on foot 24 hours per day. Dispatchers are on duty 24-hours for emergency and non-emergency purposes.

Criminal actions, police emergencies, fire emergencies, and requests for medical services can be reported by telephoning 911; or contacting a Police Officer in person. Non-emergencies can be directed to 372-5555.

When a person applies for assistance or files a complaint, all pertinent information is obtained and is officially documented in an Incident/Offense Report. All Incident/Offense Reports are maintained on file at the Police Department. Reports are acted upon in a judicious manner consistent with departmental procedure.

8. A statement of policy regarding the possession, use and sale of alcoholic beverages:

The use and/or possession of alcoholic beverages on university owned or controlled

Property is prohibited. Residence hall students are not allowed to have or consume alcoholic beverages on university property, nor is it allowed in containers in or outside residential dorms and/or any building controlled by the university (Life on the Hill pg.51)

The Life on the Hill refers students to the student handbook, for a complete statement on the institutional student disciplinary rules and procedures, and requires all students to abide by the rules and regulations, which have been developed by AAMU to govern student conduct.

9. A statement of policy regarding the possession, use and sale of illegal drugs:

AAMU strives to maintain a workplace environment for all employees, which is safe and free of illegal drugs. Therefore, pursuant to the Drug-Free Workplace Act of 1988 and the Drug-Free Schools and Communities Act Amendments of 1989, AAMU policy statements on Drug-Free Campus prohibits the unlawful manufacturing, distribution, dispensation, possession, use of alcohol and illicit drugs on the AAMU campus in the workplace (on or off campus), on property owned or controlled by AAMU, or as part of any activity of AAMU is strictly prohibited. AAMU's Policy statement on Drug-Free Campus has been distributed to all employees and is available to all new employees from the Office of Human Resources.

The Life on the Hill Residential Agreement outlines in its policy prohibits the unlawful possession or use of any drug or controlled substance (including any stimulants, depressant, narcotic, or hallucinogenic drug or substance, or marijuana), or sale or distribution of any such drug or controlled substance (Life on the Hill pg. 51)

10. A statement of policy regarding the possession and use of weapons by security personnel and any other per:

A&M Police Officers are authorized to carry firearms pursuant to the Alabama A&M Police Department Firearms Policy:

FIREARMS POLICY

Newly hired A&M Police Department are issued their assigned firearms after attending

Two-weeks of Firearms Training and qualifying through a certified firearms instructor.

The use of deadly force by A&M Police Officers is prohibited except:

A. The use of deadly force may only be applied when an officer reasonably believes that he is in imminent danger of death or serious physical injury to the officer reasonably believes that another person is in imminent danger of death or serious physical injury.

B. When disposing of a seriously injured or dangerous animal and only when the animal has been moved to a safe firing location. Warning shots are strictly prohibited.

C. Firing at moving vehicles is not allowed under any circumstances.

D. Members of the Department must carry a 9mm Beretta Handgun. Department issued leather will be utilized. Only departmental issue ammunition will be utilized.

E. Other firearms may be carried for backup if the officer has qualified with the weapon and the Chief of Police has authorized the individual to carry the weapon.

Ammunition for backup weapons is at the carrier's expense.

F. Officers shall not remove a firearm from the holster, or display one on except:

1. In the performance of their duties.

2. For inspection/repair purposes.

3. For safekeeping when carrying is prohibited.

4. When the weapon is not needed in the course of duty.

5. To return the weapon upon resignation or termination.

When removed from the holster for inspection/repair or safekeeping purposes, the weapon will be unloaded immediately and will not be reloaded until immediately prior to reholstering. All personnel are required to attend firearms training as scheduled and to qualify with their service weapon on a quarterly basis. Failure to qualify may lead to removal of the weapon until a qualification is achieved. After three separate attempts to qualify the officer can be terminated or reassigned if approved by the Chief of Police if positions are available.

The possession and use of firearms by anyone other than A&M Police Officers is prohibited except for those exceptions specified by the State of Alabama. All instances of use of a police firearm (including violation of policy, accidental discharge, as well as any authorized discharge) shall be reported immediately to the Chief of Police. All instances of firearm use will be investigated by a supervisor and/or investigator assigned within the department or an outside agency, by the Chief of Police. All reports of firearm discharge will be routed through channels as required.

The Life on the Hill outlines the policy, which prohibits the possession of, or use of firearms or dangerous weapons of any kind (Life on the Hill pg.51).

11. Policy regarding students or employees with criminal records.

Students convicted of a crime on-campus are subject to arrest and prosecution, and are subject to judicial review by the Office of the Vice President for Student Affairs. Current university students convicted of a violation of a law or ordinance off-campus, whose violation also adversely affects the university's pursuit of its educational objectives, will become subject to judicial review by the Office of Student Affairs.

The Office of Human Resources will review all application of persons being considered for hire who indicated a conviction on their application. Employment decisions are based upon the overall record of the application, and the criminal record, if relevant to the job in question. The university's Policy Statement on Drug-Free Campus will be invoked in situation where a current employee is convicted of a drug related crime.

12. Security considerations used in the maintenance of campus facilities,

Including landscaping, grounds keeping and outdoor lighting:

A&M Police Department conducts a survey of outdoor lighting several times a year and reports any problem directly to the Department of Physical Facilities. There are monthly fire extinguisher inspections that are performed in all buildings owned or leased by the university. In addition, the university police department report all hazardous, unsafe and potentially unsafe conditions found to exist on campus.

13. A description of the communication mediums used to inform the

Campus community about security matters as well as the frequency with which the information is usually provided:

Copies of all A&M Police Department Incident/Offense Reports are sent

Daily to the Vice President of Student Affairs, Dean of Students, the Judiciary Officer and any other office the situation might pertain to. Trends of crime patterns and other information pertaining to campus crimes and security are sent to the Public Relations Office as needed. Monthly summaries of crimes on campus are sent to the NJCIS Office.

A&M Police Department provides seminars on crime prevention regarding "Campus Safety", Dating Violence/Domestic Violence, Date Rape Drugs, Campus Life, and Building Safety. These programs are periodically presented to students throughout the year that relate to security/safety issues in each hall and campus wide concerns. Faculty and staff are welcome to attend. These programs are presented at the beginning of each semester. The programs include videos and handout material dealing with various aspects of crime prevention. Each fall, information is disseminated at Freshman Orientation. During this time, information is devised to inform new students of the cautions needed to be taken.
