Background
The Disadvantaged Business Enterprise (DBE) program is administered by three United States Department of Transportation (USDOT) operating administrations. Namely, the Federal Highway Administration, the Federal Aviation Administration and the Federal Transit Administration. The program is implemented by the Alabama Department of Transportation (ALDOT) under the provisions of the Code of Federal Regulations, (Title 49, Part 26).
The DBE Supportive Services providers consist of the five institutions of higher education that have contracted with the ALDOT to provide supportive services to businesses that are certified by ALDOT as Disadvantaged Business Enterprises. These institutions are Alabama A&M University, Alabama State University, Stillman College, Tuskegee University and the University of Alabama at Birmingham.
Mission
To ensure that disadvantaged business firms have the maximum opportunity to participate in ALDOT assisted contracts.
Program Goals

Provide counseling, technical assistance and other management services to certified DBE firms in the state of Alabama.

Recruit small and minority-owned business to become certified DBE firms.
All training and counseling services are provided at no charge to certified DBE firms.
