  For all three of these questions, the first thing to consider is, gender, age, occupation, and status as a college student are all used by insurance companies as proxies for a driver's risk level. If insurance companies find these to be accurate indicators of driving risk, then yes, it is fair. However, as information becomes easier to collect, such as adopting risk-reducing measures (proven driving record) or risk-monitoring measures (apps monitoring driving), these proxies become less accurate in comparison, and it is then possible to have more accurate values for risk premium.
