DR. ZAKHARY MALLETT
Dr. Zakhary Mallett is an Assistant Professor of Community and Regional Planning at Alabama A&M University, where he leads the department’s transportation concentration. His scholarship focuses on the transportation-land use interaction, including understanding determinants of travel behavior, location choice, and how these explain urban spatial structure. He also investigates the efficacy and equity implications of policies that aim to mitigate transportation-land use challenges. Among other examples, some of his current research focuses on estimating how well transportation investments achieve their intended objectives — for example, whether transit improves access disparities or mitigates environmental harms of driving — and how travelers being insulated from transport costs influences travel and location decisions.
Dr. Mallett possesses a Ph.D. in Urban Planning and Development from the University of Southern California, Master of City Planning from the University of California, Berkeley, and bachelor’s degree from Stanford University. Before joining the faculty of Alabama A&M University, he was the inaugural Strauch Fellow in City and Regional Planning at Cornell University. And prior to pursuing an academic career, Dr. Mallett served four years as an elected member of the governing board of the San Francisco Bay Area Rapid Transit District. How should we pay for hashtag#transportation?
In my first article as a contributor with Vital City, I argue that relying on general taxation is outdated, that it is time to migrate
towards a user fee system to fund hashtag#highways and hashtag#transit, and that evolving in this way will support supplying and maintaining transportation
more efficiently (and equitably).
I exemplify with New York City's now-paused hashtag#CongestionPricing program – an appropriate user fee program, but poorly conceived in its design.
