Turkessa Coleman Lacey

A native of Talladega, Alabama, Turkessa Coleman Lacey, is a Planner III with the City of Huntsville Department of Community Development.  As a Senior Planner, she is responsible for overseeing the planning and implementation of the 5-year Consolidated Plan, the Annual Action Plan, the Consolidated Annual Performance Evaluation Report (CAPER), the Strategic Plan to End Homelessness, the Affirmatively Furthering Fair Housing (AFFH) Assessment, the Citizen's Participation Plan (CPP) and the Language Access Plan for Limited English-Speaking Persons (LEP).  Turkessa has over 15 years of HUD grant management and oversight for programs such as the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and the HOME Investment Partnership Program. 

Turkessa holds two master’s degrees -Urban & Regional Planning and Computer Science– from Alabama A&M University and a Bachelor in Mathematics / Computer Science from Talladega College.
